# Strict quoted CSV parser

Build-time release reference. Runtime readiness, deployment, payment settlement and external indexing are not evaluated here. Prices are proposed; this file cannot authorize execution or payment.

WHEN TO USE: Convert a CSV export into string rows and optional header-keyed records. Handles RFC 4180 quoting, doubled quotes, embedded newlines, and CRLF; also accepts LF/CR line endings, one leading BOM, and optional semicolon/tab/pipe delimiters. Header mode defaults true and requires unique, nonempty, safe headers. Ragged rows and malformed quoting are errors. Values remain strings. Blank lines are one empty field; a final newline adds no row. Maximum 100,000 characters, 1,000 data rows, 100 columns.
